I logged in using my League ID.  Why can't I see the option to charter, upload registration data, etc.?

The league-level logins are being phased out and replaced by individual usernames and passwords for each officer.  If you have not yet created your individual account, you may do so by entering your email address on record in the Data Center and requesting to reset your password here.  All current officers on file will need to follow this process to set up their individual accounts.
